Another Bush administration shitbag resigns
Randall Tobias, who crafted abstinence-based sex education and anti-prostitution initiatives as Bush's global AIDS czar, has admitted to repeatedly hiring hookers from a Washington, DC madam. A married man, he says he never had sex with the women. In related news, Ted Haggard never used that meth he bought, and George W. Bush has never abused all those civil liberties and personal privacy rollbacks he spearheaded, even though it's not your business what he's done in the privacy of his own administration, America.

With "shitbag" your implication is that someone working for the Bush administration could actually function in a useful way, in this case serving as a bag to hold shit. While I appreciate that "shitbag" would be a very unpleasant job for a very ill-qualified person (good thought linking those qualities to the administration!), the notion that said person could actually function by containing a quantity of shit is difficult to accept. The administration, and all of its components, seem devoid of use to me. Admittedly, though, "shitbag" has a much nicer ring to it than "vacuous hole".

"Incompetent" is perhaps a more precise description than "shitbag," but as Anonymous said, the latter has a nicer ring.
